On the point you raised on as " At this time, I believe that many well-informed electrical engineers would have difficulty following the developments...", we would like to give more clear illustration of what were the challenges and concerns back then before the introduction of the proposed work. Attached please find the supplemental information as some amendments to "What is the historical significance of the work (its technological, scientific, or social importance)?". The amendments are made to initial 3 paragraphs added and some line in the 4th paragraph.
