My initial recommendations are to reframe the citation so that it focuses on the Parkes station (less about Armstrong, more about the technical achievement), and to shorten the title. perhaps to something like:
Reception of First Communication to Earth from a Human Walking on the Moon, 1969
The Parkes radiotelescope and Honeysuckle Creek stations received voice and picture signals from the first moonwalk for redistribution to millions of people on Earth. Parkes' TV picture quality was superior to other ground stations, therefore NASA used Parkes as the TV source for the broadcast's remainder. The type of corrugated horn first used at Parkes became dominant in ground station applications after 1970.
Today, two subject matter experts were invited to review the submission, noting the proposed timing of their requested review. Once confirmed, or alternates identified, then we can meet the intended SME review requirements in the current History Committee Milestone review guidelines. I have gone over your proposal and have also looked at the material sent to me by David Burger. Your proposal looks real good to me, and I wholeheartedly endorse it.

I've now received supporting feedback from both subject matter experts, and along with my review, we all agree the Milestone meets the criteria for elevation to the next stage of the History Committee review.

I believe that the Milestone award is well deserved and that the write up is quite good. However I think the citation should have mentioned that the Parkes antenna was the model for the 64-meter antennas that became the mainstay of the Deep Space Network. I think that this is significantly more important than mentioning the corrugated horns.
I would suggest the following citation:
The Parkes radiotelescope and Honeysuckle Creek stations in Australia received voice and video signals from the first moonwalk that were redistributed to millions of people on Earth. Parkes' TV picture quality was superior to other ground stations, therefore NASA used Parkes as the TV source for the remainder of the broadcast. Parkes also became the model for the NASA Deep Space Network large aperture antennas.
